Before issuing the order to punish an employee, the officer authorized to impose departmental punishment shall state the reason for taking action and give the employee an opportunity to present his/her explanation within a reasonable period of time. While giving this opportunity, the accusations leveled against him should be clearly stated and the basis of each accusation should also be disclosed. In that case, the concerned employee will have to submit his clarification within the deadline.
(2) The officer authorized to order departmental punishment may conduct an investigation by himself or by any other officer if he deems it necessary. The officer conducting such investigation shall follow the prescribed procedures.
